Traveling to or from South Africa? Starting July 1, 2026, all international travelers must complete the new Online Traveler Declaration System before crossing the border. This digital process replaces the previous manual declaration system, making customs clearance faster and more efficient.  

Whether arriving by air, land, sea, or rail, travelers should review these requirements before their journey.  


A New Digital Customs Process

The South African Revenue Service (SARS) has introduced the mandatory South African Traveler Management System (SATMS) for all international travelers entering or leaving South Africa.

The new digital platform allows travelers to easily declare goods, currency, and other required items before reaching the border. SATMS simplifies customs procedures and strengthens border security. It also improves risk management by speeding digital processing.

Travelers are encouraged to complete their declarations before departure or arrival. However, those who are unable to submit their declaration online can still receive assistance from Customs officials or use self-service kiosks where available.

Who Needs to Complete the Declaration?  

The declaration requirement applies to most travelers entering or leaving South Africa, including those traveling by air, land, sea, or rail. This includes South African citizens, permanent residents, business travelers, and international visitors. 

Children and infants must also have a declaration. Parents or legal guardians may complete the form on behalf of minors, while caregivers or another assisting person may submit a declaration for travelers who are unable to do so themselves due to age, illness, or disability. 

The only travelers exempt from this requirement are those who are simply transiting through South Africa by air or sea without leaving the designated international transit area. 


When and How to Submit Your Declaration?  

Travelers should complete the Online Traveler Declaration within 24 hours before departing for South Africa.  If your journey includes connecting flights, complete the declaration within 24 hours of your final flight to South Africa.

The declaration can be submitted through the SARS Traveler Management System portal, the SATMS mobile app, or by scanning the official QR code provided by SARS. At selected ports of entry, self-service kiosks are also available for travelers who need assistance. 

After submitting your declaration, you will receive a confirmation with instructions for arrival or departure. Keeping this confirmation on your mobile device or as a printed copy is recommended, as Customs officials may request to see it. 


What Information Will You Need? 

Completing the declaration is straightforward. Travelers should prepare their passports, travel itinerary, contact details, and information for any accompanying travelers.

You will also be asked whether you are carrying goods, currency, bearer negotiable instruments, or commercial items that require declaration. If applicable, the system will request additional information to assist Customs officials in processing your declaration. 

Ordinary personal belongings for your own use generally do not need to be declared unless they exceed the applicable Customs allowances or require further inspection. 


What Travelers Must Declare in South Africa

Travelers must declare goods exceeding South Africa’s duty-free allowances, including commercial items, temporary imports, and restricted currency amounts. 

Customs officials will review the submitted information and determine if additional duties, VAT, or processing apply. Prepare your passport details, travel information, contact details, and item details before completing the declaration. Most everyday personal belongings do not require declaration unless they exceed the allowed limits.


What Happens If You Can’t Complete It Online?  

SARS recognizes that travelers may sometimes be unable to access the online system before traveling.  

If internet access is unavailable, there is a system outage, or another reasonable circumstance prevents online submission, customs officers may assist travelers upon arrival. Some ports of entry also provide self-service terminals, and paper declaration forms may still be available in limited situations when electronic submission is not possible.  

If your travel information changes after submitting the declaration, you should update your details before completing Customs processing to ensure your information remains accurate.
